Description
The Submarine Future Naval Design Partnering (FNDP) Framework is being established based on the continued need for selective industry support to early stage design, technology management and through-life technical support in the submarine domain.
This support is captured by the three Roles of the FNDP:
Role 1 - Supporting the SDA in undertaking pre-concept and concept submarine design studies and capability investigations. Such work includes: the development of design and technology strategy options for future capability delivery and dealing with emerging technical issues in current platforms.
Role 2 - Supporting the SDA in undertaking through-life technology management studies. Such work includes assisting the SDA in developing, implementing and managing the technology roadmap; dealing with emerging technical issues in current platforms; technical support to Technology Demonstration Programmes (TDPs); and a programme of work and the funding necessary to sustain critical niche technology capability in the Submarine Enterprise.
Role 3 - Providing through-life technical support to the SDA in its Intelligent Customer (i.e. Design Approving Authority) role. So that SDA can make appropriate choices and decisions on material presented by its Tier 1 contractors (Technical Authorities) across new acquisition (e.g. SSNR, Dreadnought and in-build Astute Class submarines), support (e.g. in-service Astute and Vanguard Class submarines) and disposal.
The FNDP is actively seeking and will encourage collaboration across the enterprise, all tasking will be awarded on merit with competition being the default. A key tenet of the competitive nature of tasking is to drive industry to think outside the box and offer novel and innovative approaches, methods and opportunities.
The cost advised within this Future Opportunity is an estimate at this stage and subject to ongoing programme development and approvals.
The Future SubsNDP seeks access to the niche skills and expertise held by industry across the full gamut of submarine design, development, build, sustainment and disposal. Key areas relate to Submarine Platform Systems (e.g. platform management system, hydraulics, electrical), Submarine Secondary Systems (e.g. steam machinery, gearboxes, propulsion motors), Integrated Survivability (sonar, signature, payloads, shock) and transversals (e.g. availability, software, Information Assurance, Cyber).
The Future SubsNDP is anticipated to comprise between 10 and 14 core companies, we will welcome combined technical proposals from small / medium / micro enterprises, as the SDA is keen to establish direct access to bespoke, tailored, niche suppliers; including small / micro enterprises. For example we would welcome an offering from companies grouped around Secondary Propulsion Equipment (current and future).

The Submarine Delivery Agency now wish to engage with the market prior to the publication of a Contract Notice and formal commencement of the procurement programme. An Industry Day is to be held on 14/06/2023 to gain valuable insight and feedback on this process and ensure the success of this Framework which will be an 'in person' event only and attendees will be required to attend for the duration of the event.
The Industry Day is a briefing from the Authority to Industry, during which the Authority will describe the requirement and proposed incremental delivery approach. The day will consist of a presentation in which industry participation and feedback is encouraged throughout the day. The Authority will invite Industry comments in relation to both the operational, and procurement and commercial strategies. All information gathered will be taken into consideration and may inform the future strategy of the programme, however this is not guaranteed. A follow up document containing key information from the day will be provided to all attendees after the event. Commercially sensitive information will not be shared.
Attendance from Forward Design Group, SSNR, Dreadnought and In-Service Submarines is expected on the day.
