Description
This tender is to appoint a contractor to provide Refuse Collection and Related Services to North Norfolk District Council; the Borough Council of Kings Lynn and West Norfolk and Breckland District Council (collectively "the Authorities"). The contract will include but may not be limited to collection and disposal of refuse, recycling and green waste from domestic properties, the provision of trade waste services, depot services, grounds maintenance and street cleansing. The aim of the procurement is to recognise the efficiencies that can be achieved through a cross border service.
The Authorities are seeking to appoint a contractor for the provision of the following Services in order to achieve cross-border efficiencies: Commingled collection of dry recyclables; collection of source segregated food waste(for the Borough of King's Lynn and West Norfolk only; and provisionally for Breckland District Council and North Norfolk District Council); separate collection of garden waste from households subscribing for the service; collection of residual waste; collection of bulky waste; Collection of clinical waste; Collection of recyclables and residual waste from commercial customers; street cleansing services (service requirements vary for the Authorities); grounds maintenance services (for Breckland District Council and North Norfolk District Council only); management of depots; transportation of all contract waste to designated delivery points; and all other services specified in the Authorities Requirements (Schedule 2 of the Contract), including any variations agreed during the Contract Period, in accordance with the Contract.
The sale of Dry Recyclables is not part of this opportunity as it is managed under a separate contract.
The Authorities will fund the purchase of Eligible Plant (mainly Collection Vehicles and motorised Plant) and retain ownership of such Plant.
The Authorities have signed an Inter Authority Agreement for the procurement and management of this Contract.
It is intended that all contract services for North Norfolk District Councils will start on 1 April 2020 and contract services for Breckland District Council and the Borough Council of King's Lynn and West Norfolk will start on 1April 2021.
The contract has the option to extend for up to a further 96 months. The total estimated value stated includes the option period.

This tender is following the Competitive Procedure with Negotiation as set out in Regulation 29 of the Public Contracts Regulations 2015 (as amended). A selection questionnaire will be issued to assess bidders' competency, capacity and experience, this will need to be completed and returned, at which point it will be evaluated, a short list of contractors will then be invited to tender. Negotiation may take place in successive stages in order to reduce the number of tenders to be negotiated by applying the award criteria. As permitted within the Competitive Procedure with Negotiation the Authorities reserves the right to award the contract on the basis of the initial tender without negotiation.
Bidders should note that the procurement documents are draft documents at this stage, providing indicative information of the Authority's intended approach in the procurement process and are for general information only. The Authority reserves the right to vary, amend and update any aspects of the procurement documents and final details and versions of the procurement documents will be confirmed to applicants successful in being selected to participate in the relevant tender stages of the procurement procedure.
Requests to participate must be by way of completion and return of the Standard Selection Questionnaire (in accordance with the requirements set out in the Standard Selection Questionnaire) by the date and time specified. The Authority reserves the right not to accept expressions of interest that are received after the deadline. Bidders are encouraged to submit their submissions well in advance of the stated date and time in order to avoid such issues as technical difficulties with the electronic system that may be due to the high volumes of traffic attempting to submit applications on the same date at the same time.
Further to the above the duration of the contract will be for an initial term of 9 years for North Norfolk District Council with an option to extend for a further period of up to 8 years. The duration of the contract for the Borough Council of Kings Lynn and West Norfolk and Breckland District Council will be for an initial term of 8 years with the option to extend for a further period of up to 8 years.
