Description
This notice is placed as a Prior Information Notice and relates only to a pre-procurement market engagement event.
NHS England South (South East) (the commissioner) invites expressions of interest (EOI) from suitably qualified and experienced providers, including third sector and social enterprise organisations, private and NHS organisations, to provide an integrated healthcare service to HMP Send, Woking; HMP Downview, Sutton; HMP Coldingley, Woking and HMP High Down in Sutton via a Prime provider service model. This will include the inpatient unit at HMP High Down. NHSE England will hold the contract with the chosen prime provider who may either directly provide the care themselves and/or sub-contract care to other specialist providers.
Primary Healthcare services at HMP Bronzefield, Ashford (which is run by Sodexo Justice Services) are not to be included in this procurement but secondary mental health care will be included and there are further interdependencies between the services at HMP Bronzefield and the other Surrey prisons which will need to be delivered as part of the service model.
The aim of the market engagement event is to work with potential bidders to understand opportunities and barriers to providing these services across the four establishments and to assist commissioners with shaping their procurement strategy. This is not a call for competition.
The contract is due to begin on 1st April 2020.
This service will be commissioned as part of the overall Offender Health pathway within the prisons and as such this model will ensure an integrated, recovery orientated service delivery system both within the prisons and onwards into the community. The service will focus on delivering person-centred care within seamless, integrated structured clinical and psychosocial interventions/services in prison and facilitating arrangements through the gate into the community to ensure effective continuity of care. Close joint working/integration with other stakeholders including health and social care services, as well as other departments within the prison such as Education, Offender Management, and Physical Education, is imperative to the success of the delivery of this service.
The service is to be made available to all prisoners within the establishments. The Prime provider's solution must meet the unique needs of the establishments and take into account the needs of the population within that establishment.

This process is being carried out by NHS South, Central & West Commissioning Support Unit (SCWCSU) on behalf of the Commissioner.
Any procurement will be undertaken with potential prime providers, but specialist providers of the services being commissioned may also respond to this notice if they would like commissioners to pass their contact details on to potential prime providers. Please ensure that you indicate in your response whether your organisation is expressing an interest as a potential prime provider or in order for your details to be passed on as a potential sub-contractor.

Neither the inclusion of a Bidder selection stage, nor the use of any language or terms found in the Directive or Regulations, nor the description of the procedure voluntarily adopted by the Authority ("Open", "Restricted", "Competitive Procedure with Negotiation", "Competitive Dialogue" or any other description), nor any other indication, shall be taken to mean that the Authority intends to hold itself bound by the Directive or Regulations, save by the provisions applicable to services coming within the scope of Annex XIV of the Directive / Schedule 3 of the Regulations.
This notice is an information gathering exercise rather than a call for competition in its own right, and therefore publication or response does not commit NHS England or respondents to a future procurement, nor provide any process exemptions or preferential treatment to any parties expressing an interest. NHS England will not be liable for costs incurred by any interested party in participating in this exercise.
The Services are healthcare services within the meaning and scope of Annex XIV of Directive 2014/24/EU ("the Directive") and Schedule 3 to the Public Contract Regulations 2015 ("the Regulations"), which are not subject to the full regime of the Regulations, but is instead governed by the "Light Touch Regime", (Articles 74 to 76 of the Directive, and Regulations 74 to 76 of the Regulations).
