Description

The London Borough of Camden ("the Council") seeks a supplier to provide management, care and support in a Camden owned facility comprising of an 8 bed residential unit for children and young people aged between 12 and 17 years .

These children and young people are in the care of Camden, ('Looked After') under section 31 or 20 of the Children Act. This is in line with the requirements of the Children Act 1989 and the Children Act 2004.

The proposed contract is for an initial term of three (3) years with an option for one extension of two year's (3+2).

The annual contract value for the proposed service is £775,000 per year, with an aggregate value of £3,775,000. The Invitation to Tender (ITT), Contract terms and conditions, Form of Tender, Specification and Pricing Schedule and other supporting information has been attached to EU Supply for bidders to complete.

The Tender will be assessed using a 40% quality and 60% price criteria. After the deadline for returned electronic submissions has expired, the evaluation process of the Selection stage will be undertaken.

Tenderers who are successful from the Selection stage will be invited into the award stage and their submissions will be evaluated. After final moderation of the tender responses, the Most Economically Advantageous Tender (MEAT) will be selected to perform the service, however, we reserve the right the right not to award should it provide undue risk to the Authority.

Unsuccessful providers will be informed of the outcome via the messaging system on EU Supply and the 10 voluntary standstill period will commence. After the standstill period has expired, the successful provider will be confirmed in writing and the Contract Award Notice will be issued and entered on TED and Contracts Finder.

The Quality Criterion is as follows: Implementation 5%, Safeguarding 6%, Service Delivery and Partnership Working 9%, Staffing Structure, Recruitment, Workforce Management 7%, Performance and Outcomes Management 4%, Social and Environmental value 2% and Presentation 7%.
