Description

The service requirement is for the winning bidder to be able to fulfil all criteria set out below with systems in place to be able to dispatch garden waste permits from 01/03/2023.

a) The service provider will be required to accept resident subscription data via API from Luton Council or its partner Bartec Collective, to dispatch a welcome letter, together with a separate physical garden waste permit to the resident within 2 days of receiving such data, with a delivery time of 5 days from the day the data is received.

b) The service provider must also be able to demonstrate a proven track record of working successfully with Local Authorities or third parties for the same or similar purposes of this specification.

In addition to the above the following criteria must also apply;

Data
1. The service provider must be able to accept permit data from Luton Council or Bartec Collective via API for all 365 days per year even through our garden waste season runs between February and November each year.
2. The service provider must be fully GDPR compliant and never share any of the data sent to them by Luton Council or one of its partners with any third parties to fulfil the needs of the contract.
3. The service provider must be able to immediately alert Luton council if there has been a breakdown in data being received that may lead to a delay in permit(s) dispatch.
4. The service provider must be able to notify Luton council immediately of any potential data breach in relation to any subscription data sent to them by Luton council or one of its partners in the event the data is lost or stolen.
