Description
Kent County Council (KCC) is looking for an organisation that can provide a site for, and manage and operate a new Household Waste Recycling Centre (HWRC) in the Tonbridge & Malling area on behalf of KCC, including waste haulage services. Bidders will also be given the option to deliver waste disposal services on behalf of KCC relating to specific waste materials collected at the HWRC.
The new HWRC must be located within the administrative area of Kent and within or close to the primary search area shown on the map below, defined as 'to the west of the Maidstone Town Centre and to the north of the town of West Malling but contained within the proximity or locality of the M20/A20 corridor'. The HWRC must be easily accessible from the primary road network to ensure the site operates efficiently with minimal impact upon the surrounding area.
The new HWRC must be sited on suitable land (planning and environmental permitting wise) between 1 and 5 hectares in size. The timescales for this project are tight and therefore to achieve delivery within this timescale, it is desirable for the site to either have an existing waste or industrial use.
The site must be of a modern design such that it can comply with all current Environment Agency Environmental Permitting requirements and have a long enough access/entrance way within the site as to not cause any excessive queuing on the highway.
The HWRC must be able to accept the full list of waste streams accepted at KCC HWRCs, as set out below:
• Green waste;
• Residual;
• Bulky;
• Metal;
• Wood;
• Paper and Card;
• WEEE segregated into Small WEEE/ LDA's,/Cooling/Displays and Lamps;
• Textiles;
• Glass;
• Tyres;
• Engine Oil and Engine oil containers;
• Cooking Oil;
• Lead Acid Batteries;
• Dry Cell Batteries;
• Asbestos;
• Plasterboard;
• Soil;
• Rubble and Hardcore;
• Gas Bottle and Aerosols;
• Chemicals;
• Toner Cartridges; and
• Additional capacity required to take account of future additional waste streams/enforced segregation/overflow.
In addition, KCC wish to have a re-use shop as part of the HWRC facility.
KCC will be looking for a sustainable facility that makes best use of energy efficient design features, such as solar panels, rainwater harvesting and sustainable drainage systems.
The design of the site should follow the waste hierarchy with reuse first, followed by recycling bays and lastly residual to encourage customers to consider how they dispose of their waste.
The HWRC shall be open to the public seven days a week in line with the rest of KCC's network of sites.
• Monday to Saturday: 8am - 4:30pm
• Sunday and bank holidays: 9am - 4pm
• Closed: Christmas Day, Boxing Day and New Year's Day.
There may be a requirement to extend operating hours during the summer months based on demand.
