Description

Overall objectives
The objective is to;
- Review all known options for existing and new sources against baseline deficit needs
- Consider these options and the earliest available dates
- Provide a mathematically derived national 'basket' of 'suites' of options (geographically unconstrained).
- Ensure that regional needs are assessed in a mathematical way, unconstrained by geography of company boundaries.
- Complete a stakeholder workshop to critically assess and to apply all current known supply constraints.
- Run a second pass of the constrained options to provide a constrained 'basket'.
It is proposed to seek consultancy advice to carry out a mathematically based impartial and geographically unconstrained review of available options and earliest available dates (not proposed dates in the WRMPs).
This assessment will not follow the same methodology as Water Resources Planning - it is not intended to replace either National Framework Modelling or the Company or Regional Group Modelling.
The consultant is free to choose their preferred modelling platform. However it is likely be Pareto analysis, neural network, genetic algorithm or machine learning (or any combination thereof). The consultants will be free to suggest how their preferred approach is best suited to provide and to prioritise a basket of possible solutions. The consultants should also advise of any additional input data they would need for their approach to be a success- s...aint requirements will pass forward to a second analysis.
It is expected that there will be hundreds or thousands of viable 'suites' in the first pass unconstrained basket and a few tens or hundreds of suites in the second pass basket.
Key tasks
The choice of modelling platform is the consultant's choice. It maybe Pareto analysis, neural network, genetic algorithm or machine learning (or any combination thereof) or something else that the consultant believes will give the desired outcome. The consultants will be free to suggest how their preferred approach is best suited to provide and to prioritise a basket of possible solutions.
The consultants should also advise what input data they would need - such that we can make an informed to decision to appoint on the basis of available data.
- Suggest the most suitable process for the analysis
- Confirm the data availability and that data is suitable for purpose
- Complete an analysis of options and confirm a 'suite' of schemes and timings that meet the supply demand deficit
- Pass unconstrained options to RAPID team and Stakeholders and hold a single workshop to apply a series of filters - leaving a constrained list of potential solutions
- Re-run the analysis with a constrained list of options.
- Assess the resilience of these schemes and assess the resilience of the suite to any component scheme becoming infeasible at a later time (for example after Strategic Environmental Assessment or planning constraints)
