Description

Surrey County Council (SCC) have identified the need for a new Special Educational Needs and Disabilities (SEND Unit) at Dovers Green Infant School in Reigate.

The requirement is to create new accommodation for the school's existing (SEND) unit for High Communication and Interaction Needs (COIN) pupils, sufficient to expand the unit from 16 to 24 places.

This will involve the relocation of the unit from its existing accommodation, which is a pre-fabricated modular building.

The requirement is for the Contractor to refurbish, adapt and extend the existing former Children's Centre, which is also located within the school site.

The school currently uses the existing Children's Centre building to teach some of the existing SEND pupil cohort. This essential activity will therefore need to be decanted into a temporary classroom building for the duration of this contract.

This will then enable the Contractor to have 'vacant possession' of the existing children's centre building to enable the refurbishment and adaption of the existing building.

The requirement is also for the Contractor to provide the necessary temporary classroom accommodation for the duration of the construction phase of the project.

Overview - What we require:

We require the Contractor to refurbish, adapt and extend the existing former Children's Centre and provide the necessary temporary classroom accommodation in accordance with the Employers Requirements.

The project should also be delivered within budget and within programme.

The Contractor should also explore and offer improvements to both the programme completion date and the budget, without compromising the quality standards outlined within the ERs (Employers Requirements).

The key factors that are important to us are outlined as follows:
1. That the project is delivered on time, to budget and to the standards outlined within the ERs.
2. That the site is well managed and appropriately segregates school / construction activities. The Contractor should focus particularly on any overlapping of school / construction activity. An example of such an overlap is the staff car park, where construction vehicles will need to drive through to reach the site compound.
3. That the Contractor adds value by offering improvements to both the programme completion date and the budget, without compromising the quality standards outlined within the ERs (Employers Requirements).
