Description

The National Citizen Service ('NCS') Trust ('the Trust') is a not-for-profit social enterprise established to shape, support, champion and lead a thriving National Citizen Service.

The NCS programme is a once in a lifetime experience for young people aged 16-17 with four phases - Adventure, Discovery, Social Action and Extension.

NCS Trust is implementing a new service delivery model across nine (9) regions via a combination of Direct and Indirect contracting models, running a number of procurements to replace the current supplier contracts.

This procurement is seeking Management Partners to help with delivery of the NCS programme in six (6) Indirect regions throughout England. Key responsibilities include:

- Deliver the whole customer journey from recruitment, programme delivery and Extension
- Establish and maintain strong relationships with schools, colleges and non- school channels
- Hiring and training workforce
- Management of their supply chain
- Safeguarding and incident management

The Contract Term is up to seventy eight (78) months and includes three programme delivery years with two optional one year extensions.

Contracts are anticipated to commence in July 2019, with the first delivery period in Summer 2020. If the two optional extension years are exercised, final payments will be made up to December 2025.

The contract[s] to be awarded by the Trust under this procurement exercise will be subject to the 'light touch regime' pursuant to Regulations 74 to 76 of the Public Contracts Regulations 2015 (the 'PCR 2015') and as a result the PCR 2015 apply as limited to those provisions.

The estimated contract value for all six Lots is between £125M and £610M and includes the two optional extension years. The estimated value is not guaranteed expenditure and the Trust considers that the actual costs of the Contract may be less than the maximum value set out here.
