Description
Southampton City Council (the "Council") is seeking to procure, via this Request for Quote ("RFQ"), a suitably experienced supplier that is accredited in accordance with the regulatory requirement ("the Consultant") to shall provide suitable and sufficient refurbishment asbestos surveys to the Council for a contract term of four months only ("the Interim Project Surveys").
The Council's requirements as set out herein arise as a consequence of the ongoing demand for suitable and sufficient refurbishment asbestos ("ACM") surveys by Council officers who are overseeing the implementation of the Council's Decent Homes asset management strategy in connection with energy performance.
The Council's requirements with regard to the Interim Project Surveys is for provision of approximately 600 no. refurbishment loft ACM surveys only where these lofts are located in domestic dwellings. The Council shall not require the Consultant to carry out other ACM surveys during the proposed term.
The Council is separately preparing its tender documentation for a more comprehensive contracting arrangement for the provision of ACM surveys and analytical services. However, the need for the programme of Interim Project Surveys, which is the object of this RFQ, is pressing and accordingly the Council must procure the Interim Project Surveys separately to and in advance of the publication of the Council's more substantive tender project.
The Council proposes to award a contract to a Respondent who presents to the Council an admissible proposal that is evaluated as being the Most Economically Advantageous Tender proposal. Accordingly, suppliers shall with reference to the Council's Scope of Services, the Council's Technical (Quality) Questions (RFQ 5.0) and this RFQ document, provide a proposal to the Council setting out how they shall provide the Interim Project Surveys.
Interested parties are made aware that the Council, acting at its discretion, shall not award a contract to carry out the Interim Project Surveys to a Consultant that is currently carrying out other Interim Asbestos Surveys on behalf of the Council and the Council shall not therefore consider any proposals from the same. The Council however shall accept proposals from suppliers that have previously provided admissible proposals in response to the Council's RFQ regarding the provision of Interim Asbestos Surveys.
