Description
With the aim being to undertake work during the Spring of 2019, this preferred start date is intended to allow for all kerb fixings and corrosion remedial works to be completed ahead of separate resurfacing work planned for 2020/21. Following close monitoring of the existing 7200 Kerb Units ( 4 studs per kerb unit) and the associated Deck Waterproofing System over recent years, since their initial installation, as part of the strengthening and widening scheme around the turn of the century, and following the identification of serious deterioration, a number of technical solutions were developed and tested and the preferred solution and range of activities required going forward is described as follows: Remove and retain existing kerb units for re-use; Remove existing mild steel holding down studs, clean and shot blast bridge deck to remove corrosion; Undertake Plate testing (MPI) and, if necessary, undertake Weld repairs; Weld new stainless steel holding down studs to the prepared bridge deck; Undertake Weld Test; Prime and waterproof bridge the deck with a high performance waterproofing system; Reinstate kerb units and fix down using new stainless steel fixings; Make good to all Drainage connections, with all of these aforementioned activities requiring strict associated Traffic Management control. It is anticipated that the work may last for a duration of up to 12 months, from the proposed contract commencement date of 01/04/19. Interested Contractors may access a copy of the trial documentation for information, via the Portal, as this is likely to be of assistance in helping them to determine if they can offer the same or a similarly durable and cost effective solution and encourage a tendered submission in due course. However, no information taken or implied from this trial report and the supporting information documents shall necessarily be deemed acceptable for incorporation in the proposed works and the Council reserves the right to impose contractual terms and specifications that may not be satisfied by these means.

In addition, as a key part of this procurement process, any prospective tenderer will, at their own cost and risk, be expected to attend, or at least be represented at, the designated Provider Information Event to be held at the Bridge Office, and currently scheduled for 10:00 am on Wednesday 7th November, 2018, for potential bidders to familiarize themselves with local conditions, any potential operational constraints and ask any questions of the Bridge Engineering Manager and his Technical Support colleagues. Attendance is strongly advised but not mandatory and any contractors unable to be in attendance will, along with those who were, be provided in writing with any information or questions raised and answers given on the day, to ensure all parties have the same information to base their tender submissions upon, and seek to avoid any future confusion or misunderstandings concerning the specification and scope of requirements etc. Contractors will be permitted to access the Bridge under supervision wearing either their own or suitable PPE to be provided on site and are requested to use the Portal Messaging system to confirm their attendance and the names and job titles of those anticipated to be in attendance.
