Description

Doncaster Council ("the Council") is conducting this procurement process via Pro Contract to appoint a suitably qualified, experienced, and innovative organisation who can demonstrate their ability to work with the Council, Doncaster Future Parks (DFP), Get Doncaster Moving (GDM) and partners including Sport England (SE), park focused groups and the wider local community. We are looking for a provider to design and deliver a range of methods to monitor, evaluate processes and outcomes, of Doncaster Future Parks.
This Invitation to Tender (ITT) sets out the background to the commission, its aims, proposed areas of evaluation, timescales, outputs, and management arrangements.
The contract duration is from the intended contract start date of 1st October 2021 and run until 31st March 2025.
This evaluation is funded by Sport England with specific criteria to be met in relation to the evaluation across the course of the programme.
We are absolutely committed to co-producing interventions and activities that will change the current social norms in Doncaster's provision of Parks in relation to tackling physical inactivity. We want this contract to help to test new ways of working and learn fast to change course where this provides a better route to secure participation of our Borough's population - this needs to be dynamic and flexible and we will need responsive and innovative consultants who will work with, challenge, and respond to and with us.
As part of the SE funded Local Delivery Pilot the wider GDM programme is undergoing monitoring and evaluation in relation to addressing the inactivity levels across the borough through themes: walking, cycling, sports and dance. The universal nature of parks offers integration with these other themes, therefore the monitoring and evaluation of DFP should remain focused on parks but not in isolation. The relationship between the themes should be addressed during evaluation, the chosen partner will be required to work collegiately with our existing evaluation partner and the SE national evaluation partner to ensure continuity and comparison of common themes can be monitored and evaluated.
