Description

Lancashire County Council (LCC) will be leading on the procurement for a Framework Agreement for the provision of supported living services for people with learning disabilities and/or autism who display behaviour that challenges and require a placement in the community following an in-patient stay or to prevent an in-patient admission. This is a Pan-Lancashire project and LCC have been working closely in partnership with the Lancashire CCGs and Blackpool and Blackburn with Darwen Local Authorities to develop this framework. The intention is that the following organisations can also access the framework via individual or joint funding arrangements between the relevant contracting authority and Health:
o NHS East Lancashire CCG
o NHS Lancashire North CCG
o NHS West Lancashire CCG
o NHS Chorley and South Ribble CCG
o NHS Blackpool CCG
o NHS Greater Preston CCG
o NHS Fylde and Wyre CCG
o NHS Blackburn with Darwen CCG
o Midlands and Lancashire CSU
o Blackburn with Darwen Local Authority
o Blackpool Local Authority
This is intended to be an interim framework and will initially be in place for 1 year with the option to extend for up to a further 3 years if required. This is to allow the time to develop further commissioning options for Transforming Care whilst allowing us to have an initial framework in operation as early as September 2016 to allow Transforming Care placements to be commissioned with suitably selected providers via this framework.
The estimated quantity of work that is intended to be commissioned via the framework is broken down by an indicative number of discharges into the community that will require a supported living placement:

In coming to this estimated value the contracting authorities have considered a range of unpredictable factors including:
• The current average (mean) annual cost of a call-off contract is £155,000.
• Call-off contracts will be let for between 1 and 10 years.
• Up to 35 service user discharges could be made in the first year, with an estimated number of (up to) 20 discharges made in subsequent years if the framework is extended.
The number of service user discharges, length of call-off contract and value of call-offs will be determined by the contracting authorities and named beneficiary organisations based on service user needs and are likely to vary during the framework period. The contracting authority does not guarantee any level of business through the resulting framework agreement.
The intention is for the contract notice for this procurement to be advertised on the 24th June 2016 via LCC's i-supplier portal.
