Description

The Authority is seeking information on your interest, capability & capacity to provide the services and feedback on the approach to supporting and enhancing current Local Authority Adult Social Care peer support.

Background to the Requirement
In December 2021, the government published People at the Heart of Care: Adult Social Care Reform White Paper which outlined a 10-year vision for how we will transform support and care in England. With particular relevance to this contract, the White Paper announced that the government will:
• provide more support to local authorities, including specific support to strengthen their market-shaping and commissioning capabilities. In total, we will provide an increase in improvement funding of more than £70 million between 2022 to 2023 and 2024 to 2025, ensuring local authorities are well set up to deliver our vision for reform.
• introduce a duty for the CQC to independently review and assess local authority performance in delivering their adult social care duties under part one of the Care Act 2014.
• put in place new legal powers for the Secretary of State for Health and Social Care to intervene in local authorities to secure improvement where there are significant failings in the discharge of their adult social care functions under part one of the Care Act 2014
• We recognise the value of sector-led improvement, and our approach remains to enable the sector to drive its own improvement. The government is considering as part of the £70m how we can support the sector to grow capacity for peer support and evaluate its effectiveness as an improvement tool.

As such we are seeking views on a new contract to provide local authority peer support for the adult social care sector in 2022-23 and 2023-24 with the intention of testing the model with a view to a possible extension into 2024-25
