Description : Tender for the Provision of a Winter Home Check Service in East Sussex


East Sussex County Council is tendering for the provision of a Winter Home Check Service for the eligible population of East Sussex as part of the East Sussex Fuel Poverty Reduction Programme.

The Winter Home Check Service is one strand of the East Sussex Fuel Poverty Reduction Programme. This Programme is coordinated by the East Sussex Energy Partnership and aims to protect individuals and communities from the effects of living in a cold home. Its ambition is to ensure that practical advice and support is provided to vulnerable people about how to stay warm and well during the winter, and where to get further specialist help, in order to reduce the number of households that are fuel poor.
The East Sussex Fuel Poverty Reduction Programme has the following five work streams:
• Provide a Winter Home Check service for eligible vulnerable people which includes a home assessment, advice and preventative works;
• Train health, housing and social care professionals and voluntary and community sector (VCS) workers to help people whose homes maybe too cold for their health and wellbeing;
• Raise awareness among professionals and the public about how to keep warm at home;
• Identify vulnerable people who live in a cold home and refer for help, and
• Provide vulnerable people with information and advice in order to maximise income.

The Winter Home Check service will provide eligible vulnerable households with a holistic home energy and fuel poverty focused home assessment, advice on how best to keep their home warm and advice on financial support available to help with heating costs.

Following identification of measures required to improve energy efficiency within the home, the service will deliver small preventative works such as improving insulation, draught-proofing, repairing boilers and providing emergency temporary heating. The service will also coordinate and source funding for the installation of 'major measures' available through schemes such as the Energy Company Obligation (ECO), for example boiler replacement.

The activities delivered will result in high quality evidenced outcomes which maximise the income of vulnerable households, deliver effective energy efficiency measures and provide advice and support that helps people to overcome personal and structural barriers to keeping warm in their home, to a high level of customer satisfaction.

East Sussex County Council is applying for additional funds from the National Energy Action (NEA) Redressing the Balance Warm and Healthy Homes Fund Partnerships programme.
