        "description": "The contract will provide technical assistance to ensure Somalia is progressively \r\nbetter positioned to mobilise, manage and coordinate increased flows of climate \r\nfinance. It will focus on advising the Federal Government of Somalia on how best to \r\noperationalise an appropriate and well-structured National Climate Fund, with clear \r\nand inclusive governance arrangements, effective coordination mechanisms and \r\ntransparent fiduciary systems. The focus will be on establishing practical institutional \r\narrangements that can function reliably and build confidence among national \r\ncounterparts and development partners.\r\n\r\nThe programme will advise on approaches to expand access to climate finance from \r\nmultilateral funds, strengthen engagement with Somali private sector actors and \r\nwider civil society, and enhance national capacity across all relevant national \r\nstakeholders to prepare and advance a coherent and inclusive pipeline of climate\r\nrelevant initiatives.",
