Justification

COVID-19 has given rise to an urgent need for the supply of business support through the Peer to Peer programme which will form an important part of the Government's drive to improve productivity and deliver part of the economic response to the effect of COVID-19 on businesses. It will provide support to SMEs as they move through the Recovery phase. Due to the immediate issues faced by businesses, any delay would jeopardise the effectiveness of this response at a national and regional level and impact the North East's ability to respond to economic emergencies. This does not give TVCA sufficient time to comply with the standard open procedure timescales for this procurement. TVCA considers this to be a state of urgency which it has duly substantiated. Accordingly, TVCA is using the accelerated time limits permitted under the Public Contract Regulations 2015 (regulation 27(5) for the open procedure) in respect of this procurement.

Description

Tees Valley Combined Authority is using the Accelerated Open Procedure to appoint one or more providers to deliver key elements of the Peer Network Programme to support 264 participants and SMEs through the provisions of cohort groups, across the Tees Valley region.
Peer Networks is a national initiative that will be delivered locally through the Local Enterprise Partnership (LEP) network and their respective Growth Hubs. The programme's longer-term aims are focused on reducing the UK productivity gap by helping business leaders find practical solutions to strategic and operational challenges. It also forms part of the UK Government response to the COVID-19 pandemic and the ongoing EU transition, seeking to improve the resilience of SMEs, their capability to adapt their business models to the "new normal" and position themselves for future success, driving longer-term productivity gains.
