Description

The Council is seeking to appoint an experienced consultant to develop the master plan and viability report for the Two Waters site area. The Consultants will also be expected to undertake full stakeholder consultation as part of this process ensuring that all local views are taken into account as part of this work. The work will be carried out for the whole Two Waters area with more detailed assessments carried out for each of the three key opportunity areas detailed below.

The Council anticipate that the study will comprise two phases. The first will review the existing site and background papers, including the Two Waters Strategic Framework, before developing conceptual designs of the whole area. Phase 2 of the study will develop the level of detail in the master plan for the three key opportunity areas including looking at the effects on the transport network, mitigation required that would enable these to come forwards and address the viability for the options presented.

This brief sets out the background, vision and objectives to this project, the key issues and work requirements, and the timescales envisaged with associated management arrangements. However, the final specification, process and programme will be agreed with the successful consultant, following their appointment.
