Description

NHS South of England Procurement Services (SoSEPS) acting on behalf of Health Education England - London (HEE - The Commissioner) will be commencing a tender for the provision of Public Health and GP Lead Provider Services.

This Prior Information Notice (PIN) is to advise prospective providers of the Commissioners intention
Health Education England gives notice of the intention to engage providers with the ambition and capacity to provide high quality and innovative human resource and employment services by becoming a Lead Employer to General Practice Specialty Trainees (GPSTs) and Public Health Specialty Trainees. This requirement is to have an organisation(s) as a Lead Employer in order to provide trainees with continuity of service whilst working across a range of placements in both NHS and non-NHS organisations (in particular with Local Authorities and out of hours providers).

HEE is looking to procure a Lead Employer for the following: -

Lot 1: Public Health Specialty Trainees - London and KSS: One lead employer for London and KSS who is capable of providing full employment and human resource for approximately 135 trainees.

Lot 2: General Practice Specialty Trainees (GPSTs) - North London: One lead employer for North London capable of providing full employment and human resource for approximately 1000 trainees.

Lot 3: General Practice Specialty Trainees (GPSTs)- South London: One lead employer for South London capable of providing full employment and human resource for approximately 600 trainees.

The numbers may be subject to change following HEE Business Plan objectives to increase the number of doctors working in general practice.

HEE are looking to procure a Lead Employer (s) for a contract term of five years with agreed review dates which will start on the 1st August 2020. The intention is that the contract(s) will be signed by 1st May 2020 to allow for appropriate time for mobilisation period for the contract to commence by 1st August 2020.

This commissioning ambition builds upon the recommendations that will arise from the Doctors in Training Improvement Programme that is jointly led by Health Education England and NHS England and NHS Improvement. The aim of the programme is to improve the induction and rotation process for all doctors in training enabling rotations between NHS and non-NHS organisations to be efficient and to avoid unnecessary duplication of employment, deployment and induction processes.

We are also holding a Market Engagement session in London at the Auditorium, Stewart House, 32 Russell Square, WC1B 5DN on Monday 11th November 2019 from 13:00 to 16.00.

This will provide an opportunity for potential providers to find out more about the aims of the tender, the procurement process and contracting arrangements as well as proving an opportunity for networking. HEE will use the opportunity to gather intelligence from providers which may influence the final tender.

The Commissioner reserves the right not to proceed with the Procurement, or any part thereof, or change the requirements and timescales as necessary at any time.

It is the intention of the Commissioner that the procurement will be conducted as a Service Contract using an Open Procedure under the Public Contracts Regulations 2015. The ITT is expected to be published in December 2019 with service commencement from August 2020.

A separate advert will be released advising when the procurement is live for submissions.
