Description

The Council wishes to establish a Framework Agreement for the provision of Direct Payment Support Services to provide a range of support to Birmingham citizens using Direct Payments, such as:

o Ongoing advice and support
o Advising citizens of client contributions
o Personal Care Assistant recruitment
o Managed accounts - managing citizen's Direct Payment where they are unable to do so
o Payroll and HMRC services
o Arranging Carer and Personal Assistant Insurance
o Arrange DBS checks

The service will be provided to citizens assessed as being eligible for Social Care services who choose to take all or part of their Personal Budget as a Direct Payment, and for citizens who require support to manage Direct Payments.

The framework agreement will be available for use by Birmingham's Childrens Trust and Special Educational Needs (SEN) and Disability. The process also allows for the Local Authority to work with the Clinical Commissioning Groups across Birmingham (Birmingham and Solihull CCG and Sandwell and West Birmingham CCG) in order to extend these arrangements to Personal Health Budget recipients.

Please note that this is for new referrals only. Existing Direct Payment recipients will continue to be supported by the current Direct Payment Support Provider unless the citizen requests to change provider, the Council ends its contractual arrangement with a Provider, or a Provider serves notice against its contract with the Council. The Framework Agreement will be awarded up to a maximum of three providers

The Framework Agreement will last for four 4 years .
