BEIS has been in place for just over a year, the first 12 months were spent mainly focussing on all of the issues that come out of a machinery of government change. The priority is now to understand what is going on within the department; one area is in relation to people leaving. As a result BEIS is looking for an external provider to carry out exit questionnaires and interviews with leavers so we can understand what is driving staff to leave the department.

The provider will collate, analyse and identify trends using the information received from both the exit questionnaire and the exit interviews. This information will be used anonymously for these purposes to produce monthly reports and make recommendations for organisational improvements to the BEIS Workforce Planning Lead.

This will enable BEIS to better distil the "people" information and metrics as well as draw out monthly changes and the underlying drivers.

Currently within BEIS there are around 35 - 50 leavers a month and there is no reliable data to inform us of the reasons they are leaving, where they are going to or of any underlying patterns that may indicate issues within the organisation.

There are approximately 3000 employees within BEIS but this is due to grow by approximately 10% due to EU Exit work. BEIS has a mix of permanent employees, Secondees, fast streamers, contractors and agency temps.

The exit process will need to be clear on roles and responsibilities for the:

• Employee
• Line Manager
• Outsourced Provider
• BEIS HR
• Shared Services

Requirement

• Design and implementation of online exit questionnaire
• Process map with clear roles and responsibilities
• Semi-structured template for exit interviews
• Facility to conduct exit interviews over the phone and video call
• Design of monthly analysis report to be agreed with BEIS Workforce Planning Lead. Response rates to be included. Sample report to be provided in proposal
• Production of monthly analysis report to identify key trends and recommendations
• Monthly analysis report to be provided within the first five working days of each month
• Annual report to pull together the key trends from the previous 12 months
• A target response rate will be agreed as part of the kick-off meeting process.
