Description

"From Harm to Hope" is a cross-government high profile 10-year plan to reduce overall use of drugs. Different departments (Home Office, MoJ, DWP, DHSC, DfE and DLUHC) have made significant commitments in response to the Independent Review of Drugs led by Dame Carol Black. The Drugs Strategy commits the whole of government and our public services to work together to reduce crime and mortality associated with drug supply and misuse.

For HMPPS this means:
- developing the capability and technology to disrupt the supply and use of drugs in prison protecting prisons from being 'academies' of crime.
- making sure that treatment is available so prisoners can make lasting change towards a drug-free life.

HMPPS spends ~£4.5m on mandatory drug testing (MDT) in prisons each year (excluding staff time).
