Description

In 2018 the Loughborough Bellfoundry Trust (LBT) received a Round One pass from the National Lottery Heritage Fund (HF) for a project to restore the John Taylor Bellfoundry. The project is now in its Development Phase where proposals will be advanced before a Round Two application is submitted to the HF in June 2020. As part of this, the LBT is seeking to procure a comprehensive architect led Design Team to provide design services in relation to the restoration of the John Taylor Bellfoundry. The Design Team must include a RIBA (SCA) or AABC or equivalent accredited architect in a leading role. It would also be preferable for sub-consultants to be members of professionally recognised conservation accreditation schemes.

The appointment will commence with completing the latter part of RIBA Work Stage 0 through to the completion of RIBA Work Stage 7. The appointment will be in two phases:
1) HF Development Phase: Which will be the completion of RIBA Work Stages 0-3 and extend up to the HFannouncing the outcome of the project's Round Two application. Assuming a successful outcome and subject to a review by LBT, the Design Team will have an opportunity to continue to the second phase, the HF Delivery Phase.
2) HF Delivery Phase: Which will be the completion of RIBA Work Stages 4-7 and the successful delivery of the project.
If the HF Round 2 application is unsuccessful or there is an unsatisfactory consultancy review after the Development Phase the appointment will be terminated.

The LBT is not a public body and therefore not itself subject to the Public Contract Regulations 2015 (PCR2015). The terms of the grant funding which will be used for this project oblige the LBT to run any procurement to which the funding relates in accordance with the PCR 2015. The procurement for the design team is therefore being run in accordance with the PCR 2015 as an open procedure.

LBT is seeking to contract with a single service provider. This entity should have responsibility for ensuring all services are provided in accordance with the contract terms either by sub-contracting arrangements or otherwise.
