Description

Basingstoke & Deane Borough Council is seeking to commission an urban design/architecture consultant to prepare an inspirational and innovative Masterplan to guide the on-going regeneration of the wider Basing View area (including an area immediately to the south and east of the railway station currently known as Station Approach) in Basingstoke. Basing View is the town's central business district and occupies an excellent location adjacent to the railway and bus stations and the town's main shopping centres: Festival Place and The Malls. Since 2010, the council has been progressing the comprehensive regeneration of the area.
The purpose of this enlarged Basing View Masterplan will be to:
• Define an aspirational and deliverable vision for the arrival experience to town from the railway station and the future of the Basing View area, based on:
o an understanding of the potential demand of offices and complementary uses;
o integrating with the improvement of the area's infrastructure;
o and integrating with the emerging Basingstoke Town Centre Strategy, the
Basingstoke Town Centre Transport Masterplan and Horizon 2050.
• Create a landowner masterplan which will guide the council's investment decisions, help illustrate to future partners the opportunity to create a new arrival experience to the town, revitalise Basing View as an energised central business district and enhance the wider areas connectivity with and functionality of the rest of the town centre.
• Provide further detailed guidance on the development potential of several Key Development Sites.

The indicative time line for delivery of the masterplan is November 2017
