Description

The Defence School of Transport is the Training Delivery Authority for wheeled vehicle driver, instructor and associated training for Defence at Leconfield. DST was formed to provide driver and transport management training to personnel across the Armed Forces. DST offers a wide range of courses to Initial Trade Training and Subsequent Trade Training students. It is intended that Industry will be able to assist in identifying a number of improvements to the delivery of licence acquisition training services for Category B, B+E, C, C+E, D, D1, D1+E.
FLATS has evolved to seek a follow-on delivery model when the current suite of LATS contracts expire on 31 Mar 2021.
FLATS is expected to deliver licence acquisition WEF Apr 21 throughout the UK both regionally and nationally.
This PIN is issued to commence a process aimed at obtaining the views of Industry of the viability for the options under consideration.
The soft market testing will be structured around:
1) An Industry event at Goodwood Theatre at HQ Defence School of Transport, Normandy Barracks, Leconfield, East Yorkshire, HU17 7LX (Please note postcode for sat nav is HU17 7LZ) on Monday 17 February 2020 commencing at 1300hrs.
2) An electronic questionnaire.

The Authority may, at its sole discretion, invite a cross selection of industry representatives to explore the options in more detail. The output of this particular aspect will be documented and shared with industry.
This soft market exercise does not constitute an invitation for participants to generate or submit a tender for business to the Authority; the Authority accepts no liability for costs incurred as a result of participating in this activity.
The Authority accepts no commitment to carry out any procurement in relation to the options being explored. The questionnaire results may indicate that none of the options being considered are suitable for further exploration. Non-participation in this soft market testing exercise will not be considered in any future procurement activity.
The results of this soft market test will be published in a collective document to all participants in the exercise.
