Description
This is to alert interested parties that HM Revenue and Customs (HMRC) is considering procurement options to meet its needs of a digital notebook application. The COTS software application will be installed on Microsoft SurfacePro's & mobile phones, and will be used by HMRC field-officers when recording evidential information in relation to civil and/or criminal case investigations. The application will have off/online functionality and will adhere to the evidential standard(s) required to ensure notebook content is admissible evidence for UK court disclosure.
HMRC's Fraud Investigation Service (FIS) is responsible for the department's investigations to protect funding for UK public services. We embrace future ways of working and technology, to enable our staff to work efficiently and effectively. FIS require a COTS digital notebook application for use by field-officers investigating civil and criminal cases. The application will have the capability to: note recording, take photographs, record video/audio, receive witness signatures and perform speech-to-text (in multiple languages). All case-related notebook entries will adhere to evidential standards, to ensure that contents are admissible as evidence in court. The application will have GPS and date/time-stamp functionality, which will be recorded against the file note when uploaded and saved. Once saved, the file will 'lock' editing functionality. The application will be installed on Microsoft SurfacePro's and mobile phones and must integrate with existing IT systems and infrastructure.
In addition to raising awareness of potential procurement activity, this notice is to facilitate an electronic market engagement exercise so HMRC can test the market. Interested parties can register on the HMRC SAP/Ariba portal, where HMRC will be able to upload information, including questionnaires, for interested parties to access & submit responses to help further inform requirements.
