Description

Olive School Hackney is part of the Tauheedul Education Trust (TET) - one of the UK's leading education providers. Olive School Hackney is a three Form Entry (FE) Muslim designated Primary school that opened in September 2013.

Temporary accommodation is required for the school until 2025, due to a planning restriction on the permanent site whereby the school can only admit 90 pupils per year until it reaches capacity. This scheme provides temporary accommodation on the recently acquired BSix Sports Hall and car park site, to rationalise and consolidate the school closer to the permanent site (former Hackney Police Station).

Currently a client feasibility study is being undertaken for two options to accommodate 15 and 12 classrooms respectively;

Option 1: Control option
• Three storey, 15no. classrooms in temporary accommodation with ancillary accommodation, including toilets, server, group rooms etc.
• Minimal refurbishment to existing sports hall to accommodate administration, toilet provision and food preparation
•Removal of 2no. Lime trees to Northern boundary

Option 2: Fall-back option
•Three storey, 9no. classrooms in temporary accommodation with ancillary accommodation, including toilets (reduced amount), server, group rooms etc.
•Hall refurbishment inclusive of 3no. classrooms and food preparation within the sports hall, toilet provision and administration areas
•Retention of 2no. Lime trees to Northern boundary
•Creation of new fire escape route from hall onto Brooke Road

Tender submissions will need to include proposals and costs for both options, inclusive of allowances for submission and management of the planning application process as outlined below. Due to the length of time the cabins are required for, prices should be based on purchase of these units.

The procurement route for this project will be a two stage tender. The successful Contractor will be required to enter into a Pre-Construction Services Agreement (PCSA) to develop Contractors Proposals and undertake any additional surveys the bidder requires to inform their design. The successful contractor must be capable of developing and submitting a Planning Application, including discharge of planning conditions, for the proposals. The successful contractor will then be appointed under a JCT Intermediate Building Contract 2016 with Contractor's Design.

Appointment of the contractor will be on the basis of the criteria to be published in the tender documents and the contract will be awarded on the basis of the following split: Qualitative Assessment (60%) / Quantitative Assessment (40%).
